There were a number of statements that were alarming and bring questions to my mind. These are not new dangers to address, just new technology and increased threats that take too long to regulate. WHY? People like Bill Gates come to mind; unlimited resources and a psychotic personality. There are many more of his ilk, their names may not be so familiar.

This paper sounds to me like one you would professionally write for a recommendation to a governing body for review and implementation. If not, someone should seriously consult with you and pay you for your expertise. Now!

A thought-provoking piece. I have advocated the banning of gain of function research altogether, though if accidental mishaps are not covered by existing agreements and were to be, I might row back. Except for one thing. People, whether individuals or rogue states, disregard or deliberately break agreements. How does one stop that?

Dr Malone, I applaud your efforts and those of others. While they will not solve the problem, they may serve to avert global crisis. I emphasize the word 'may'. You cannot trust people who want to kill you. Think Hitler. Think Mao. Think Stalin. Think Islamic Jihadists. There is evil in this world. Treaties and agreements don't make it go away. "Walk softly and carry a big stick".

I see two problems with this approach. First, some states cannot be trusted..period. Second, there is no way to control entities who staff their work with d.e.i. employees since poor lab technique can overcome the best technology. So some form of strong defense agreements between trusted allies seems,the best way to approach this with these problema in mind.

My d.e.i. comment in part was a shot at a Wis (?). Uni. engaged in GOf research in avian flu some 40 miles from where a bad outbreak of avian flu in cattle occurred. Bet my bippy that they engage in d.e.i. employment. They have a history of failing inspections

My first thought too, Michael. Good example is the Lefty Loonatics in FAR Left Fort Collins, Colorado. CSU's biolab, Wuhan of the West, and their history of lab leaks. Ft. Collins is gone, it's nutsville Lefty.

We're in deep trouble, having these labs all over the place, often in the Anti-Sanity states like Colorado.

This review and analysis of unaddressed biological threats is clearly timely and warrented.

Major actors in world affairs - leaderships in China, Russia, the EU and Great Britain are under stress. The WHO's rule has been impacted with withdrawals. It is possibly further impacted with the change of leadership on the horizon next year.

The strength and impact of our Nation will be challenged with elections this year. We have clear symptoms of challenge/undermining currently evident. Outcome tbd.

This is to say the concerns you identify are particularly pressing as we have a world influx and challenged leaderships.

Your analysis here points to a need for a global focus, agreement and strategy. Where does this start? The WHO is influx and we've withdrawn. Imo the UN's interests, as it sees them, is questionable. Certainly the existing treaty is a starting point.

Internally I recently read a complaint of a cancelled NIH funded study that touched on gof. Apparently, within we are attempting responsible containment.

One surely hopes your publication here sounds effective warning bells, garners needed attention and responsible action!

Very good article. And we haven't even begun to discuss the shiny new thing everyone wants to rush into: the High-Probability High-Consequence electronic digital risks of Artificial Intelligence. The possibility of its application to design novel drugs and biologics as applies to this article. Ones people would not have the understanding of what is all included in the stew of ingredients and how to check for the laws of unintended consequences. The Military applications of AI. The environmental degradation because of farmland needed for all the processing centers, the worker displacement through jobs taken over by AI. The effects on power grids which already are operating at maximum output much of the time. and the beat goes on, the beat goes on.

LPHC events have 🤔 "terrified" me since reading "The White Plague," by Frank Herbert (1982). Back then I was in a graduate BioMedical Engineering program at UW (go dawgs) and beginning to understand what could have access to. Since then I’ve wondered if the state actor is the real threat in LPHC events - could an individual with more contemporary skills and at minimum my resources engineer a pathogen with devastating effects. tbh, I’ve adopted a head under the covers attitude: if it’s possible, if it were to occur, it’s one of those "things" beyond what I can do anything about other than continuing to support those folks who could, and do.

Of late, I’ve spent what few neurons I have left mulling over a LPHC geological event that’s right here in America that were it to occur (and it will) it would have local consequences with a body count in the 10s/100s thousands or more and possible/probable devastating global socio economic consequences.

Thankypu Dr. Malone for laying out, simply and thoroughly, the issues at hand regarding the current Global Biosecurity Treaty Framework and in brainstorming what we ought to improve to foster improved living in our global bio-insecure world following the SarsCov2 debacle.

Governance of Rapid Technological Change is fragmented and treaties can’t keep up with emerging risks. The speed in which data driven technology and decentralized innovation domains that span multiple sectors, including health, security, trade and research ethics, are contributing to the challenge of developing and enforcing a Biological Weapons Treaty.

The IHR’s seem to be the body that could humanely and proactively be tasked to use computer intelligence systems to monitor and enforce cooperation from either private of state laboratories. These include enterprises engaged in the development or trade, of substances that could potentially contaminate existing DNA through alteration and/or enhancement by CRISPR or other emerging technology of splicing or growth.

An ounce of prevention equals (or is better than!) a pound of cure seems to best describe the need for a “continuous horizon” scanning for catastrophic biological risk. We want a system to identify laboratories that are engaging LPHR scenarios surveilled by an IHR body specifically targeting genetic material whether gaining, driving or producing it.

This is my simpletons answer to a complicated issue for what its worth.

Don’t you mean the deliberately manufactured crisis that was used to impose medical interventions across mass populations, and set up the population for a digital gulag?

It was admitted from the beginning that the set of common respiratory ailments called COVID-19 wasn’t a serious threat to most people - so what was the justification for a mass population ‘vaccine solution’?

Also consider a staged media event in March 2020, during which US ‘Military Medical Leaders’ discussed “whole of government” efforts for the development of vaccines and other “countermeasures” to “protect the citizens of the world” against Covid-19, complete with references to the Outbreak ‘deadly virus’ movie, and biosafety level 4 laboratories to set the scary scene...

But the bombshell moment of this ‘elaborate piece of theatre’, which beats up the Covid-19 ‘emergency’, comes towards the end, when infectious disease expert Nelson Michael says:

The idea that the Covid plandemic was accidental runs contrary to evidence, as your quotes point out. The other obvious evidence is the military-grade psyop propaganda used to scare people into vaccination, combined with mass-media censorship and lies regarding effective therapeutics that showed early and clear signals of benefit, like ivermectin, which won the Nobel prize for medicine (human) many years earlier. The book The War Against Humanity by Anonymous Patriot has an excellent section at the end detailing all the incontrovertible evidence supporting your assertions.
