I think many that voted for MAHA and MAGA are disappointed. We need to keep our faith and continue to vote for change. Things don't change over-night.

Everything you described is 100% accurate to what I've experienced over the years of trying to bring natural medicine thru the federal regulatory system. (It's been a lonely battle.) Add in the professional trade groups (guilds as you've rightly described them) and experts at universities, which are the breeding grounds for the entrenched system to sustain itself. Whether young college graduates getting their fingers onto regulations that then can wield them against "upstart" independent thinking people or the good ol' boy/girl appointees that perpetuate the agencies that they've effectively navigated while at their corporate /university mommy... DC continues as it is.
At the State level, however, real change can take place simply by being involved, being respectful in manner and conduct and logical persuasion. At least that's my experience. On that, I'm now strongly for "States' rights", not as reactionary to the civil rights of the 1960's but in response to the institutional roadblocks that have led to why the term cock blocked is now in vogue in DC.
Comes down one basic issue. The bureaucratic leadership that runs the multiple agencies in Washington regardless of who is in the oval office and have been resident for years answers to who.? When the profitability of the chemo industry, the food industry and the drug industry is at risk of being shrunk. All knives are out.!

Generally success against this tactic requires absolutely ruthless and tactless pursuit of the objective with subordinates who will pursue the objective with the same ruthlessness and tactlessness. They run the blocker to ground and provide targeting information to the superior who overpowers the opposition. Then the subordinate continues the pursuit until they find the next blocker. I’ve been there many times.
I agree, basically, however, firing people being the most effective way to show power over the entrenched will require big balls and big guns.
The ability to run an aggressive enough war against the entrenched will be directly proportional to the raw personality and strength of character of the newly ensconced department head. Secondarily, but not by much, by how much this head is supported by the administration and legal counsel to an extreme degree.

People with their own gardens, farm animals and some hunt and fish. Such as Doc Malone and wife. So I know the discussion is about confronting bureaurocracy and removing its power, but even bureaurocracy can’t control the millions of us rabble totally! I have presumed the same "cock blocking" phenomenon explains the disappointing performance of the FBI since Kash Patel and, for a while, Dan Bongino had the director and deputy director roles. The staff person who drove the Intelligence Committee's exposure of the Russiagate hoax and author of Government Gangsters is in charge of the FBI, but there has been no notable accountability for anything. I do not have any inside information or great examples like Dr. Malone's, but I am confident that Patel and Bongino found that they could not change anything at the FBI. Poor Kash Patel is left reciting crime statistics and describing the "record" size of drug busts.
