Within a moral and responsible nation, imo that doesn't make this all right or tolerable.

While I am a retired molecular biologist, my early background was a B.S. in microbiology, briefly working as a public health bacteriologist, 7 yrs working as a virology tech and dissertation research in a tumor virology program. What became blindingly clear to me was that proper lab procedure in handling infectious agents was on a low level of concern as one moved more into the medical fields. Probably because the directors of these programs had spent little to no time in hands on work with pathogens at the bench. It shows.
